I see that the Circular of the 17th June

1924 referred expressly to agreements with "foreign

administrations", But in view of the misunderstand-

ing which occurred in this connection it seems worth considering whether a notice might not be inserted in the Bulletin making it clear that the instructions as to registration with the League

of postal agreements do not apply to inter-Imperial

agreements.

The specific point was raised by St.

Vincent, and decided on F.0/58663/23. and

Gov.53343/23 St.Vincent.

Those pp. were noted on the General pp.

I quite agree that a notice should be put

in the Bulletin, though of course that could equally well be misread or ignored. The proposed notice need not however be confined to postal and money order agreements, but can be framed to cover any agreement between different parts of the Empire.
